The Governance amp; Regulation Manager is responsible for managing LanguageCert’s full and timely compliance with the requirements of the Home Office SELT contracts and our obligations under regulatory regimes and similar within a positive framework of relationships and interactions with these and other partners. Our agreements with the Home Office and our regulatory approvals are key strategic elements in LanguageCert’s continuing success, and this post is central to protecting our interests and developing the opportunities represented by those relationships.

By developing and applying detailed knowledge of contractual agreements and regulatory requirements, this post ensures that LanguageCert and the PeopleCert Group is equipped to fulfil its responsibilities and obligations under these agreements, including reporting on them appropriately. This role also monitors SELT delivery performance and works with our delivery partner to identify actions for improvement and hold them to account, as well as ensuring the effective roll out of our ‘SELT Plus‘ partnership model.


As a Governance amp; Regulation Manager, your tasks will include the following:

  • Manage the provision of submissions and reports as required by external partners and for internal monitoring and accountability purposes.
  • Create and maintain a calendar of requirements to third parties and ensure LanguageCert’s adherence to that programme of activity and reporting.
  • Provide regular returns for the Home Office/regulators as required and based on date collated from other departments within LanguageCert and the PeopleCert Group, and review/quality assure as necessary.
  • Ensure that communications with the authority/the regulators is of the highest quality, including review of communications from other departments to support the same high standards.
  • Maintain an open and positive relationship and dialogue with the authority/regulator personnel around any current issues and future development of services and other opportunities.
  • Help to position LanguageCert and the PeopleCert group as a mature, reliable and highly-responsive partner to the Home Office/regulators.
  • Monitor and evaluate effective SELT delivery and work with our delivery partner to achieve continuous improvement.
  • Support the delivery of the ‘SELT Plus’ model of delivery partnership.
  • Liaise with delivery partners for SELT and work with the VP Quality Director as required to manage external stakeholders and regulatory authorities.
  • Act as a goodwill ambassador for PeopleCert by the courteous treatment of all customers and staff, ensuring at all times that the professionalism of the company is upheld.
  • Effective management of staff supporting the above accountabilities.
  • Contributing to overall Quality Division strategic plans and their delivery in line with corporate objectives.
  • Any other tasks relevant or required from the role.


What we look for:

  • Bachelor’s degree in a relevant discipline, master’s degree, or MBA is a plus.
  • A substantial proven track record of work on regulatory, contract management and quality assurance in a relevant role is essential - preferably within an education context.
  • Excellent command of the English language (C2 level certification desired, LanguageCert C2 LTE or C2 IESOL certificate would be a plus)
  • Advanced computer literacy is required. ECDL Advance level certification is desirable
  • Excellent attention to detail.
  • Solid management skills and the ability to lead others in line with corporate and ethical standards even under pressure.
  • Exemplary multitasking and organizational skills under tight deadlines in a fast-paced complex environment.
  • Excellent communication and negotiation skills with the ability to create trust and maintain strict confidentiality.
